Starting at the arch, remove the spoolie and brush the brow hairs upward. Dip back in if needed and apply to the tail. Repeat on the other brow.
The order matters — starting at the arch rather than the inner corner is what stops the inner brow taking too much product, which is the usual way this goes wrong.
